I am an evaluation scholar and practitioner working in public sector governance. My scholarly interests focus on how evaluation is used to address complex social problems in government settings. I am focused on evaluation not only as a methodology, but as a form of professional judgment that produces and legitimizes knowledge for decision-making.
My work draws on evaluation theory and systems thinking to examine relationships between evaluation and adjacent fields, and the implications of these relationships for evaluation use, learning, and accountability. I am especially interested in how evaluative evidence is interpreted and acted upon in contested settings, and in the role of evaluation in supporting public participation, organizational learning, and accountability in democratic governance.
